State Sen. Carol Alvarado, Houston Chronicle’s Evan Mintz highlight opportunities for transparency, reputation building

Industry leaders, emergency management officials and communications professionals filled the room on May 19 for the 2026 EHCMA Annual Crisis Communications Workshop, focusing on how organizations can improve communication before, during and after emergencies.

The event, held at San Jacinto College’s LyondellBasell Center for Petrochemical, Energy & Technology, featured keynote addresses, panel discussions and an interactive training exercise designed to strengthen coordination and public messaging across one of the nation’s largest petrochemical corridors.

Opening keynote speaker Texas State Sen. Carol Alvarado emphasized that effective crisis communication depends on speed, transparency and discipline in messaging when incidents occur. Alvarado said the first priority is rapid acknowledgement when something goes wrong, even before full details are known.

“In the absence of information, people will manufacture it,” she said. “The manufactured version is always worse than reality. Public acknowledgement should be immediate — it doesn’t have to tell us everything that happened, but it should say we know something happened and we are working to get all the information.”

She outlined four core principles she said should guide crisis communication.

First, she emphasized speed, warning that silence allows misinformation to fill the gap. Second, she stressed honesty about uncertainty, urging organizations to clearly state what is known, what is unknown and when updates can be expected. Third, Alvarado said communicators should acknowledge impact before assigning cause, focusing initial messages on safety and concern for those affected. Fourth, she highlighted the importance of a single authoritative channel for information to prevent confusion during fast-moving events.

Luncheon keynote speaker Evan Mintz, opinion and community engagement editor at the Houston Chronicle, echoed concerns about how quickly narratives form in today’s fragmented media environment.

Mintz said public perception is often shaped by incomplete or negative stories when organizations fail to communicate clearly. “We report when the planes crash, not when they land safely,” he said. “If you’re not telling your story — the everyday work, the safety, the complexity — someone else will fill that space.”

He encouraged attendees to focus on clarity and engagement, noting that effective communication must compete across traditional and digital platforms.

The workshop also included sessions on EHCMA’s Incident Management Accountability initiative, Joint Information Center activation and an afternoon tabletop exercise led by The Response Group’s Erika Lamberth, designed to simulate real-world crisis scenarios.

EHCMA Executive Director MaryJane Mudd said the workshop reflects the organization’s mission to improve preparedness and communication across the region.

“This workshop supports EHCMA’s mission by equipping participants with the skills to communicate transparently during an emergency and ensure accurate, timely information reaches the public,” Mudd said. “I honestly think this is the best one we’ve had yet, thanks to the workshop planning team representing a number of EHCMA member companies, as well as the content presented during our panel discussions, the afternoon exercise and especially Senator Alvarado and Evan Mintz.”

She said EHCMA will continue offering programming throughout the year on key issues of importance to industry and its partners.

EHCMA Recommends NASAP/NABSC Through GateCheck

The East Harris County Manufacturers Association Board of Directors has endorsed a formal recommendation from the EHCMA Best Practices Committee supporting the use of consortiums North American Substance Abuse Program (NASAP)/ North American Background Screening Consortium (NABSC) through GateCheck as a best practice for contractor qualification and drug and alcohol testing across member facilities.

“This recommendation reflects a year of collaboration and careful evaluation across our membership to identify solutions that improve both safety and efficiency,” said Richard Bass of Kuraray, chair of the EHCMA Best Practices Committee.

This endorsement follows an extensive, year-long evaluation conducted by the Best Practices Committee, which reviewed contractor management processes currently in use across EHCMA member sites. The review included input from multiple member companies and industry partners and focused on regional reciprocity, administrative efficiency, and cost impacts associated with contractor qualification programs, particularly those involving exclusive Third-Party Administrator (TPA) arrangements.

While EHCMA is not a governing or regulatory body and does not mandate contractor management practices, the Board of Directors recognizes the value of providing guidance that supports collaboration, efficiency, and continuous improvement across the industrial community.

Supporting Regional Reciprocity and Efficiency

Within the EHCMA region, an estimated 200,000+ contractors support member company operations annually, many of whom work across multiple facilities within the same industrial corridors. The Committee’s assessment found that exclusive TPA requirements can unintentionally reduce reciprocity between sites, increase costs for contractors due to duplicate consortium memberships and testing, and create delays in contractor mobilization, impacting both contractors and owner companies.

“Contractors are the backbone of our operations, and when they move between sites, the process should be seamless, not duplicative,” Bass said. “We saw an opportunity to reduce inefficiencies while maintaining the highest standards of safety and compliance.”

By contrast, utilizing NASAP/NABSC consortiums through GateCheck provides a centralized, consistent framework that promotes reciprocity and eliminates unnecessary duplication while maintaining strong safety and compliance standards.

Board-Endorsed Best Practice

Through this endorsement, the EHCMA Board of Directors encourages member companies to consider using NASAP/NABSC consortiums through GateCheck rather than entering into exclusive arrangements with a single TPA. Key benefits of this approach include:

Enhanced Reciprocity: A shared platform that supports consistent verification and acceptance of contractor qualifications across participating facilities.
Reduced Administrative Burden: Fewer duplicate tests, records, and onboarding requirements for contractors and owner sites.
Improved Efficiency and Compliance: Real-time data validation that supports effective safety and compliance management.
Alignment with EHCMA’s Mission: Reinforces EHCMA’s commitment to collaboration, operational excellence, and responsible care across the Gulf Coast industrial community.

“This is about aligning the region around a smarter, more collaborative approach,” Bass said. “By leveraging shared systems like NASAP/NABSC through GateCheck, we can lower costs, improve access, and strengthen trust across the entire industrial network.”

Looking Ahead

EHCMA believes that alignment around this best practice will help reduce unnecessary costs, improve contractor access, and strengthen cooperation among member companies, contractors, and industry partners.

The Board of Directors supports incorporation of this recommendation into EHCMA’s best practices guidance and encourages continued dialogue and collaboration to advance safe, efficient, and responsible operations across the region.

A Stronger Foundation for E-Notify

At the request of industry, HASC made a strategic investment in E-Notify to support its long-term viability, operational stability, and continued regional partnership.

For nearly two decades, E-Notify has enabled structured, reliable communication across the region. That foundation is not changing. Reporting workflows, routing, and public information channels will continue to operate as they do today

What’s Changing

On February 27, E-Notify will move to HASC servers and operate within its enterprise technology environment as part of an infrastructure stabilization effort focused on reliability, security, and long-term sustainability.

A short maintenance window is planned for the crossover. Most users should not experience disruption, and E-Notify will continue to function as it does today, now on HASC servers.

• E-Notify will operate within an environment that includes:
• SOC 2-aligned security controls
• Layered cybersecurity protections with continuous monitoring
• Redundant, fault-tolerant hosting designed to sustain availability
• Structured backup and disaster recovery practices

MaryJane Mudd has taken the opportunity to combine her passion for the petrochemical and oil and gas industries and her skills for crisis communications.

Over the past five years, Mudd has served as executive director of the East Harris County Manufacturers Association. The organization is a coalition of nearly 120 facilities spanning 10 cities and three ports, representing 25,000 employees.

EHCMA is particularly focused on supporting health, safety, security, environment and economic well-being of the petrochemical, refining and manufacturing industry.

Mudd sat down with the Houston Business Journal to talk about her insights on the local petrochemical sector and how she got involved in her current role.

How did you get involved in the east Harris County manufacturing sector?

I've had quite a long and enriching career, much of it in companies, corporate offices and in the field with petrochemical and oil and gas companies. Some of those companies were Shell, Dow, ConocoPhillips, Air Liquide — I started off in sales and marketing but as the years went on, I became very skilled and really most passionate about stakeholder relations. Also crisis communications, helping a company protect its reputation as well as promote the good things it does.

Because of my strong crisis-management background, I then went to the Red Cross and got involved with disaster public affairs and did that a number of years. One of the big disasters, sadly, was Hurricane Harvey, and I managed all of their media relations. So after a few years of that, I did take a break, and when this role came up, I thought, "Wow, this marries my respect for industry ... with my passion for community," because it does impact both, because the member companies that make up EHCMA impact both. And so I was able to come in and create a strategy and focus them on the mission.

What are some areas of growth you see for the petrochemical industry?

Our region's feedstock advantage and infrastructure continues to position East Harris County as one of the most competitive manufacturing hubs.

The Gulf Coast continues to benefit from a strong feedstock advantage. So in other words, access to competitively priced ethane, a key building block for many of the chemical products, which supports long-term investment. We're also seeing growth in specialty and performance materials like higher value, more customized products, materials that support lightweight vehicles.

There is an increased focus on circularity, like recycling plastics and exploring bio-based feedstocks. This remains very important to the petrochemical industry. And folks have said, given different administrations, different interests, they will always be on the forefront of energy transition because it is the future, and that's what makes chemistry exciting.

What are some challenges facing the petrochemical industry?

The chemical industry in the U.S. is in an economic downturn. The petrochemical industry is cyclical. It's currently working through global capacity additions — in other words, more supply coming online worldwide. And it's coming from outside the U.S., which affects margins, project timing and, in some cases, does lead to staffing adjustments. There have been some layoffs, and my member companies are working through that.

They're also navigating evolving sustainability expectations and, in some cases, rethinking the baseline for longer-term targets. So there have been some projects focused on, for example, carbon capture and storage, where it's not that they've been put away, but there might be a slowdown to focus on some other areas of priority, and that will be ramped up again.

Although we are going through an economic downturn, it's important to note that with attrition, there is an opportunity. Folks don't necessarily know the value of the good careers they can have in the petrochemical and oil and gas businesses. There's a great deal of opportunity there, and there are positions that don't require four years of college and pay very, very well.

Author John Grubbs Tells EHCMA Members: Culture Drives Safety When No One Is Watching

National author and acclaimed speaker John Grubbs delivered a clear message to site leaders at a recent EHCMA member breakfast: safety outcomes are not driven by procedures alone, but by culture — especially in moments when no one is watching.

Grubbs framed culture as an operating system that leaders can measure, shape and intentionally improve. While most organizations understand what “good” safety looks like, he said the real challenge is consistency under pressure — when deadlines tighten, equipment fails or routine tasks invite shortcuts.

At the core of his presentation was a central question: Is there measurable value in employee engagement and the discretionary effort workers choose to give?

“That little bit extra that they give because they choose to give it — is there a dollar value associated with that?” Grubbs asked.

When Culture Fails, Safety Follows

To illustrate the stakes, Grubbs shared a story from his early career involving a confined space incident that claimed two lives. The workers had partially followed safety procedures but skipped critical steps, including lockout/tagout and air monitoring.The root cause, he explained, was not a lack of knowledge, but a culture that tolerated shortcuts.

We said it, we preached it, we talked it,” Grubbs said. “But no one really was held accountable if you skipped a step.”

He connected this to a broader principle: when safety outcomes fail, it is often because the “wiring” of the organization — its systems, expectations and behaviors — failed first.

Culture as the Engine

Grubbs encouraged leaders to think of culture as the engine driving performance, with three interconnected elements:

Culture as the cause

Engagement as the energy

Safety as the scoreboard

He emphasized that organizations often excel in operational execution but lag in employee engagement, particularly in technical industries led by highly analytical thinkers.

“It takes leadership to determine what culture you want,” he said. “It takes leadership to earn that magic thing called discretionary effort.”

Frontline Leadership Matters Most

Grubbs identified frontline supervisors as the single most important factor in shaping culture and retaining talent. While executives may define vision, it is supervisors who translate — or distort — that vision daily.

“The frontline supervisor is the most important position in any organization when it comes to talent retention,” he said.

He urged leaders to measure culture directly by engaging employees, rather than relying solely on surveys. Questions about belonging, appreciation and challenge provide more meaningful insight into workplace dynamics.

Lessons From Deepwater Horizon

Referencing the Deepwater Horizon oil spill, Grubbs highlighted how cultural pressures can override sound decision-making. In the disaster, repeated warnings were ignored due to cost and schedule concerns.

“Culture overrides rational thought,” he said. “The question is, when that moment occurs in your organization, will people follow the procedure or the pressure?”

A Framework for Action

To help leaders operationalize culture, Grubbs introduced the B.E.A.T.S. framework:

Beliefs: What employees believe to be true

Enthusiasm: The emotional energy of the workplace

Attitude: The mindset people bring each day

Tenacity: How culture holds up under pressure

Service: Leadership’s role in supporting others

He also emphasized the role of trust and psychological safety, noting that employees must feel safe to speak up, challenge decisions and resist peer pressure.

“Trust is currency,” Grubbs said. “Every single day, your organization either pays a trust tax or collects a trust dividend.”

Culture by Design, Not Chance

Grubbs closed with a reminder that culture change is neither quick nor easy, but it is essential.

“Culture changes slowly,” he said. “You cannot fix it overnight. But you also cannot manage what you do not measure.”

For leaders, the takeaway was clear: safety performance is not just about compliance — it is a reflection of the invisible systems, expectations and behaviors that define how work truly gets done.

Congress Sets New Funding Milestone for Largest Coastal Protection Effort in U.S. History — Coastal Texas Project

WASHINGTON, D.C. — The U.S. House and Senate both passed the Energy and Water
Development Appropriations Bill for Fiscal Year 2026, securing $5 million in federal funding for the Coastal Texas Project, a historic U.S. Army Corps of Engineers effort aimed at saving lives, protecting communities, and defending nationally significant energy and industrial infrastructure on Texas’s upper coast.

This appropriation marks Congress’s largest federal investment in the Coastal Texas Project since the project’s authorization in 2022, a milestone effort led by U.S. Rep. Randy Weber (TX-14). Funding is finalized once the bill is signed by President Donald J. Trump.

The upper Texas coast is home to more than 7 million people supporting one of the nation’s largest oil, gas, and petrochemical manufacturing hubs and strategic petroleum reserves.

The region is critical to U.S. energy dominance, producing:

32% of the nation's total refining capacity
60% of the nation's aviation fuel
42% of the nation's specialty chemical feedstock
80% of the nation's military-grade fuel

“This significant federal investment in the Coastal Texas Project is critical to protecting not just our coastline, but the economic engine that powers the nation,” said Commissioner Dawn Buckingham, M.D., Texas General Land Office (GLO). “Texas is home to the largest concentration of oil and gas infrastructure in the United States, and safeguarding our coast from catastrophic storms protects every American. Thank you to Congressman Randy Weber (TX-14) and the United States Congress for investing in Texas. This is a big step toward safeguarding our country’s economic security.”

This critical funding accelerates pre-construction, engineering, and design while driving federal coordination among the Gulf Coast Protection District, U.S. Army Corps of Engineers, Texas General Land Office (GLO), and regional partners—pushing the nation’s largest coastal protection effort closer to reality.

“This appropriation represents a significant federal commitment to a project that protects
infrastructure vital to the entire country and global supply chain. It signals to us that Congress has a strong interest in partnering with the State of Texas to advance a nationally important coastal protection effort,” said Coalter Baker, Executive Director of the Gulf Coast Protection District, the project’s lead non-Federal sponsor. “We appreciate U.S. Rep. Randy Weber’s leadership in this funding milestone and recognize it will take a whole of government effort to continue to advance this project.”

Coastal Texas Project, established by Congress in 2022, carries a total authorized cost of $35 billion, shared between the federal government (65%) and the non-Federal sponsor (35%). To date, the State of Texas has appropriated $950 million to the Gulf Coast Protection District for use toward its projects.

This October, EHCMA has launched the new enhanced version of its Community Awareness Emergency Response (CAER) App, designed to provide real-time alerts and faster, clearer communication during industrial incidents across the region. The updated mobile tool gives residents and community leaders instant access to verified safety information, interactive maps, and quick reference guides — with a new option for Spanish translation, improving accessibility for the region’s diverse population.

“Community members asked for clearer, faster, and more accessible information,” said Jeff Suggs, Corporate Emergency Services and Security Manager at Kuraray America Inc. and project lead for the CAER App refresh. “The new CAER app is our response — giving residents the tools to stay informed and confident during emergency events.”

Over the past year, the App was developed in partnership with software firm Saritasa and shaped through collaboration with industry experts, emergency managers, and community representatives.

“This app represents our ongoing commitment to open communication,” said EHCMA Executive Director MaryJane Mudd. “We’re proud to help bridge the gap between industry and community.” The public launch received positive media coverage. On the day of release, Telemundo Houston featured the updated CAER App on their 5:00 p.m. newscast, spotlighting its Spanish-language accessibility for bilingual users. Later in the week, KHOU Channel 11 News aired segments on Tuesday at 5:00 p.m. and Wednesday at 6:00 a.m., highlighting the app’s importance for sharing accurate, real-time notifications with the public and community leaders, featuring an interview with Suggs on the role of transparency in building public trust.

A major reconfiguration project will soon be under way at ExxonMobil’s Baytown, Texas, complex that will reshape our production capabilities and position the business for long-term success in a changing energy landscape. The strategic investment is planned to start up in 2028 and will support the continued delivery of essential energy products while allowing greater flexibility to meet future demand.

Aligning with market demand and enhancing competitiveness
As gasoline demand declines over time, the need for high quality base stocks and liquid fuels, especially diesel, will remain strong. This investment allows ExxonMobil to shift production toward these higher-value products. Specifically, the investment enables the expansion of the product offering to include high-quality Group III base stocks, key building blocks for lubricants. As a result, ExxonMobil will be the only supplier offering the full range of Group I-V base stocks.

Our Product Solutions portfolio is highly integrated, with more than 80% of our sites having co-located refining and petrochemical operations--an advantage that improves profitability, reduces costs, and places us in a league of our own. EHCMA Workshop Unites Industry, Community Leaders to Strengthen Crisis Communication & Public Trust

Leaders from across industry, local government and emergency management convened at the LyondellBasell Center for Petrochemical, Energy, and Technology at San Jacinto College on May 6 for an educational workshop focused on improving crisis communications during incidents for greater community transparency and safety.

Hosted by the East Harris County Manufacturers Association (EHCMA), the event brought together more than 170 participants to share strategies, tools and best practices that strengthen collaboration before, during and after a crisis.

“Our communities rely on us not only to operate safely but to communicate clearly and quickly when something does go wrong,” said MaryJane Mudd, Executive Director of EHCMA. “Today’s forum was about understanding what our community leaders expect and ensuring we are prepared to meet those expectations with timely, accurate and transparent communication.”

The event began with opening remarks from Mudd, Amanda Fenwick, Vice President of External Relations at San Jacinto College, and Kim Haas, Chair of the EHCMA Board of Directors. Haas emphasized the importance of industry accountability, especially in the rare event of an incident.

Deer Park Mayor Jerry Mouton led a panel discussion focused on the community’s perspective, highlighting the necessity of timely and accurate information during emergencies. Harris County Precinct 2 Commissioner Adrian Garcia delivered the keynote address, underscoring the power of communication and collaboration, and reflecting on both successful and challenging crisis responses.

“Everything gets better with communication,” said Garcia. “During moments of crisis, the one thing we can’t be is quiet. By sharing information, we can avoid confusion and misinformation and be the good neighbors we know we can be.”

A standout session of the day was a panel titled “Stronger Together: Building Relationships Before, During and After a Crisis,” which featured representatives from Harris County, the City of La Porte and local emergency management agencies. Jeff Suggs, Co-Chair of the EHCMA Emergency Management Committee, introduced the soon-to-be launched refreshed Community Awareness & Emergency Response (CAER) App, designed to help improve public access to real-time emergency information. Suggs stated that the refreshed App is scheduled to be launched in the fall.

The afternoon featured a hands-on crisis scenario exercise, led by Allison Hudson of the Houston Police Department. The simulation allowed attendees to experience the demands of real-time emergency decision-making and communications.

“Today wasn’t just about talking—it was about doing,” said Mudd in her closing remarks. “We saw how powerful it is when community leaders, emergency personnel and industry come together with one shared goal: to protect our communities by being ready, responsive and transparent. This forum is just the beginning—we will carry this momentum forward as we continue building trust, strengthening partnerships and working together to enhance safety across East Harris County.”

Local Mayors Reflect on Key Takeaways from SH 146 Collaboration with TXDOT

EHCMA's Communication and Public Affairs Manager, Holly Kurth, attended the Bay Area Houston Transportation Partnership (BAYTRAN) mayoral panel luncheon this week to hear mayors and representatives from Clear Lake Shores, Taylor Lake Village, Seabrook, and La Porte discuss the impact of the Highway 146 expansion on their cities.

The candid discussions and open communication between TXDOT and elected officials, along with the emphasis on building strong relationships with community members, businesses, and neighboring cities, were both insightful and encouraging. These conversations are valuable and worth continuing.

EHCMA Executive Director Joins Regional Leaders on DC Advocacy Trip

EHCMA Executive Director MaryJane Mudd joined 40 regional leaders in Washington, D.C. on April 7 and 8 for the Economic Alliance Houston Port Region’s annual advocacy trip. Representing industry, education, local government, port infrastructure and the private sector, the delegation met with federal legislators and national associations to advocate for priorities critical to the Houston Port Region’s growth and sustainability.

Key topics discussed included support for Port Houston, workforce development, chemical management, carbon capture storage, transportation and trucking, tax and trade policies and coastal and water infrastructure. These conversations aimed to advance legislative support that ensures continued economic strength and innovation in the region.

Mudd proudly represented EHCMA, reinforcing the organization’s commitment to collaboration and advocacy on issues that impact the petrochemical and refining manufacturing industries.

Advancing Industry & Innovation: EHCMA Brings Key Issues to Texas Legislators

East Harris County Manufacturing Association (EHCMA) leadership traveled to the Texas Capitol on Wednesday, Feb. 26, for Chemistry Day, joining the Texas Chemistry Council in advocating for key issues affecting the petrochemical and refining industries. MaryJane Mudd, EHCMA executive director, was joined by Kim Haas, ExxonMobil site manager and EHCMA board chair; board members Dirk Perrin, Chevron Phillips Chemical Company and Bill Watson, Shell Deer Park Chemicals; Dennis Winkler, executive consultant; and Scott McAlister, Coastal Water & Ice. They met with the legislative offices of Senators Carol Alvarado and Mayes Middleton and Representatives Briscoe Cain, Ana Hernandez, Mary Ann Perez and Dennis Paul.

Their areas of focus were tax policy, water infrastructure, recycling and workforce development – all essential to maintaining a strong economy and ensuring the availability of products and services for customers and society.

“One of the things I enjoy most about Chemistry Day is the opportunity to advocate for common interests of importance to both industry and our state,” Mudd said. “Our time at the Capitol also helps put a face on the business of chemistry and allows legislators to better understand the value we bring to society.”

Mudd emphasized that opportunities like this are made possible by EHCMA members who pay annual dues, serve on committees and collaborate on advocacy efforts. “I’d encourage all of our members to review these issues and share them with their colleagues. By working together, we can strengthen our industry's future, ensuring its long-term sustainability and continued positive impact on our state and beyond.”

EHCMA and City Leaders Come Together for Energy Institute High School Tour & Roundtable

EHCMA Executive Director MaryJane Mudd recently joined National Association of Manufacturers executives and business leaders from across the city for a tour of Energy Institute High School followed by a business roundtable discussion on energy, tax and regulatory policies impacting local manufacturers’ economic growth.

During the campus tour, attendees saw firsthand how workforce development programs are upskilling and inspiring the next generation of innovators, with a particular focus on preparing students for careers in the energy industry. Energy Institute High School Principal Lori Lambropoulos founded the school with a vision of emphasizing science, technology, engineering and mathematics while breaking the barriers of the traditional classroom through hands-on experiments and essential soft skill development such as public speaking.

Under her leadership, along with the dedication of talented teachers and support from EHCMA member companies like ExxonMobil and Halliburton, Energy Institute High School has become a model for workforce readiness, equipping students with the skills and experience needed to thrive in the evolving energy sector.

TCEQ Experts Featured at EHCMA’s First Member Breakfast of 2025

EHCMA hosted a well-attended member breakfast on Thursday, Jan. 30, providing an excellent opportunity for networking over coffee and breakfast before a series of informative presentations from key speakers representing the Texas Commission on Environmental Quality (TCEQ).

Nicole Beale, TCEQ Regional Director for Region 12, was the first to take the stage, addressing regulatory matters relevant to the region. She was followed by Beata Czader, Air Modeling Team Leader from the Air Modeling & Data Analysis Section, who discussed air quality monitoring and modeling processes. Czader also explained fluctuations in air quality data, emphasizing that ozone levels peak in the summer due to high temperatures, solar radiation and emissions.

Alison Stokes, State Implementation Plan Team Leader from the Air Quality Planning Section, provided insights into air quality standards, detailing past achievements and shortcomings, and explained details on when upcoming changes can be expected. The three speakers fielded audience questions, including inquiries about evolving air quality and ozone standards and their impact on the region.
