Our association supports safety and security programs that inform and educate our neighbors.

Programs and Initiatives

CAER Line - Citizens and the media can call this hotline to listen to recorded messages from the East Harris County Manufacturers Association member and non-member facilities or local offices of emergency management. Messages can provide emergency information about facility, rail car, tanker truck, or pipeline incidents or general information about flaring, smoke, noise, odors, firefighter training, or minor incidents not requiring public protective action. Click here for more information about CAER Line

Callers can also report nuisance odors to the Association's Odor Network and Harris County Environmental Public Health Division. Dial 281-476-2237 to access the CAER Line.

Shelter in place linkShelter in Place - As a safety precaution, local emergency management officials may recommend the public take this protective action in case of a chemical release that could impair health or safety. City or county officials would recommend that people in a defined downwind area should go inside the closest building or vehicle, close all doors and windows, turn off air conditioning or heating systems, stay off the telephone, and await further instructions via radio/TV bulletins or automated telephone systems such as First Call.

Local Emergency Planning Committees (LEPC)

Created by federal law in 1986, there are currently 18 LEPCs in Harris County. LEPCs focus on the development, training, and testing of local emergency response plans for hazardous-materials incidents, and are educating local residents about what to do during a chemical release. A typical LEPC includes industry representatives, emergency responders, elected officials, school and medical personnel, and community residents. All LEPC meetings are open to the public.

Channel Industries Mutual Aid (CIMA) is a non-profit organization combining the fire-fighting, rescue, hazardous material handling, and emergency medical capabilities of the refining and petrochemical industry in the Houston Ship Channel area. CIMA provides rapid response assistance whenever emergencies occur. Click here for more information about CIMA

Wally Wise Guy - Wally is a turtle who knows it's wise to go inside his shell whenever there's danger, Wally teams up with an LEPC spokesperson to teach children from kindergarten to fourth grade (and their parents) how to Shelter In Place in case of a chemical emergency. Wally also makes personal appearances at day care centers, parades, sporting events and other civic activities. Click here for more information on Wally.
