    This is a Courtesy message at 1600 Thursday, September 21st, 2017 from the LyondellBasell Houston Refinery at 12000 Lawndale in Houston. We are conducting a routine drill of our incident notification system from 16:00 to 17:00 Thursday September 21st,2017. During this time, various announcements will be made as a test of the system. All test announcements will be preceded with “this is a test.” There is no need for community members to be concerned or take any action. If there was an actual incident we would provide appropriate information on the CAER Line. Again, this is only a drill.

    This is Chevron Phillips Chemical Company located at 9500 Interstate 10 East with a courtesy message for the Baytown community. On Thursday, September at 21, 2017 due to an unplanned operational issue we are experiencing a flaring event at our facility. This is expected to last for 12 hours. To the best of our ability, we are taking steps to minimize noise, light, or smoke associated with this flaring activity although plant activities may continue to be seen or heard from outside the facility. There is no danger to plant employees or the community. We apologize for any inconvenience this incident may have caused.

CAER Line

What is the CAER line?

The CAER Line is a hotline for community members to hear recorded – or posted internet – messages from EHCMA member facilities regarding operational updates.
The CAER Line was created as a way for our members to give back to the communities where they live and work.

What to expect from the CAER Line

The CAER Line is a community resource that alerts the community to emergency and non-emergency events. Emergency events are those which require community safety procedures. Non-emergency events, such as flaring or fire drills, require no community action. Messages offer basic information such as what the event is, where it happened and whether any action is required by community members.

Messages could include information about events involving & general information about:

  • FACILITIES
  • FLARING
  • INCIDENTS
  • NOISE
  • ODORS
  • PIPELINES
  • RAIL CARS
  • SMOKE
  • TANKER TRUCKS
  • TRAINING

Plant operators try to post urgent messages within 15 minutes of an event, however at times it may take longer. While the CAER Line is a valuable resource, community members should contact and follow instructions provided by local emergency managers during emergency situations.
